The Human Capital and Training Solution (HCaTS) contract is the result of a partnership between The U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA).

The HHS Program Support Center Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract focuses on a variety of mission areas including cross-disciplinary professional support, subject matter expertise, and technical assistance in the areas of performance management, program assessments, evaluations, and data collection and analysis. All Government departments and agencies may use the PSC vehicle to procure services.
